Health & Welfare Benefits Assistant

DUTIES:
Putnam|Northern Westchester BOCES anticipates a full-time opening for a Health & Welfare Benefits Assistant. The Benefits Analyst will focus primarily on the PNW BOCES’s Health & Welfare plans and will ensure the day-to-day administration and operational aspects of the plans, including data analytics, compliance, benefits financials, employee education, communication, vendor management, and special projects. This position will work with our outsourced providers, and will escalate potential issues and assist in the resolution.
The role will support Benefits Director in planning, design, communication and end-to-end administration efforts for PNW BOCES’s health and welfare benefits programs. The role will:

  • Work with the data warehouse vendor/consultants and undertakes data analytics and reporting to ensure maintenance of benefit provisions and provide insights for developing conclusions for business case / decision-making / recommendations.
  • Co-lead benefits projects to ensure alignment to PNW BOCES’s business objectives and overall benefits strategy.
  • Keep abreast of regulatory changes and benefits trends, analyze their implications for PNW BOCES, and recommend action where appropriate.
  • Assist in developing a robust communications program around PNW BOCES’s benefits, ensuring employees/members appreciate and optimize their use of our health and welfare benefits programs.
  • Assist with the implementation and ongoing development and communication of PNW BOCES’s wellness programs and initiatives.
  • Effectively manage vendors to ensure PNW BOCES’s gets the highest quality and levels of services at the lowest costs. Assist in developing performance standards and monitor vendor performance on an ongoing basis.
  • Participates as a project team member/lead to deliver projects, including annual enrollment.
  • Work closely with the Benefits Director to streamline, simplify and ensure flawless execution of PNW BOCES’s benefits programs.
  • Provides day-to-day support and responds to routine benefit questions, or more complex inquiries related to the Health & Welfare plans, including employee and retiree queries.
  • The role will act as a consultant to participating districts’ benefits representative and business officials on benefits issues and concerns.

Putnam/Northern Westchester BOCES anticipates the need for a Literacy Training Specialist. Provide professional development, technical assistance and coaching to staff in schools, districts and programs across the Lower Hudson valley on:

  • Evidence-based literacy instructional programs and strategies
  • Specially designed literacy instruction for students with disabilities
  • Delivery of instruction and assessment within the Multi-Tiered System of Support framework
  • Assessing student outcomes through benchmarking, progress monitoring and diagnostic assessment
  • Fidelity of implementation assessments for core literacy programs and literacy interventions

Work collaboratively with team members to facilitate district and school teams to develop and implement improvement plans that impact literacy outcomes of students with disabilities and to conduct regional needs assessments
Collaborate with the regional Family & Community Engagement Centers to develop and deliver trainings for family and community members on these topics
Collaboratively develop goal-driven Support Plans with identified schools and districts, and facilitate implementation of the plans as well as data collection on impact of the plans
Contribute content for the Center website and develop on-line training modules on literacy-related topics
Participate in professional development activities as directed by NYSED, including 2-day training in Albany, monthly webinars, online learning opportunities, regional meetings
Document work and submit required reports to NYSED on activities and impact of those activities

 

QUALIFICATIONS:

  • Master’s degree in Special Education and/or a literacy-related field
  • At least three years experience as a teacher or related service provider with students with disabilities
  • Experience providing professional development and technical assistance
Preferred qualifications:
  • Experience as a literacy coach or reading specialist
  • Three years experience providing professional development, coaching and technical assistance
  • Knowledge of special education law, regulations and policy
  • Experience in planning and implementing school improvement initiatives
