FUTURE SCHOOL ADMINISTRATORS ACADEMY
TEACHERS COLLEGE -
COLUMBIA UNIVERSITY
Teachers College -
Columbia University,
in partnership with P/NW BOCES, offers a Future School Administrators Academy in
Putnam and Westchester. The goal of this partnership is to enhance the
breadth, size and quality of the educational administrative candidate pool for
leadership positions within the school districts and BOCES. The program was
launched in the Fall of 1999. It has been cited by the New York State Center For
Leadership as a model program "in recruiting and training the next
generation of leaders".
To receive the Certificate of Advanced Study, participants must complete 30
units of academic credit and an approved internship. This is accomplished in 5
semesters with a July semester between the two school years. Upon
completion, a New York State certificate as School District Administrator is
received. Participants are enrolled by Superintendent's recommendation only.

Legal Seminars For Administrators
Administrator Awareness Training Seminars are scheduled annually. These full day seminars include, but are not limited to, legal issues, labor and employee relations, and compliance with current mandates, which impact school policy.

GALLUP ORGANIZATION/EDUCATIONAL DIVISION OFFERINGS
Putnam/Northern Westchester BOCES in partnership with The Gallup Organization offers a series of professional development programs to assist school districts with interview screening.
Teacher Perceiver Interview Training
This four-day training is a scientifically researched and validated interviewing system designed to elicit information relevant to a person’s strengths and potential for outstanding job performance. The program is intended to assist districts with the interview process to assure that only the most qualified teachers are hired. Gallup recommends recertification every 18 months to assure accuracy in coding.
Teacher Insight Interview
This web-based interview offers speed and ease to candidates and human resource administrators. The interview can be completed in about 40 minutes at the convenience of the candidate. A percentile match score is reported over a secure web site for human resources administrators or principals authorized to view the results. The interviews can then be conducted with candidates in areas of need, starting with the highest strengths match score and working down.
Automated Teacher Screener
This service is a valuable tool for those who have a large number of resumes to screen. Using advanced technology and Gallup’s teacher research, the Automated Teacher Screener identifies those candidates who make a time investment pay off.
Strengths Finder/Principal Development Seminar
This one-day program gives an administrator a practical understanding of his/her strengths and helps him/her develop a plan to build on those strengths. This program is geared to new and experienced administrators and promises to be a strong component of professional growth.
Principal Perceiver Interview
The Principal Perceiver Interview is a telephone interview done by a trained Gallup professional. The candidates selected are screened through a series of structured questions, allowing the district to create a pool of talented people from which site-based decisions may be made.

On-Line Application System for Educators
Using the Internet to transmit employment applications, candidates can apply to one or more of the participating districts in the Regional Teacher Recruitment service by filling out one application. Candidates target the districts they want to apply to and have the option of granting all districts access to their file. Districts can search for, sort and print applications, cover letters and resumes using multiple sophisticated search criteria. The on-line application is free to candidates. Educators can apply at: www.pnwboces.org/teacherapplication Crystal Decisions of Palo Alto, CA, donated the software package that creates comprehensive reports for this on-line application system.
On-Line Placement of Vacancies
Vacancies for districts are entered onto the P/NW BOCES web page. The site is linked to national databases for jobs in education and web sites serving college and university placement offices nationwide.

Districts participate in various college and regional teacher employment
fairs, including, but not limited to, Southern Westchester BOCES, Teacher
Recruitment Days (upstate New York), Massachusetts Educational Recruiting
Consortium (MERC), Teachers College and Tylin Minority Careers in Education
Exposition.
The Regional Advertising Service offers participating districts substantial
savings on advertising costs. Cost reductions are twofold. Districts are given
discounted NYS contract rates in addition to state aid on all ads placed through
this service.
Districts are charged an annual fee for enrollment in this service. Advertising
costs are based on district usage.
A joint project with Pace University, this program is designed to recruit individuals with academic backgrounds in the areas of science, mathematics and languages other than English who are not currently in the teaching profession. Applicants must have demonstrated academic excellence and be able to work toward teacher certification through the alternative certification process. Successful applicants are offered positions in participating school districts. The program includes coursework, field experience and support services throughout the participants’ teaching and learning experiences. (More information)
The Videoconferencing option for candidate interviews is a cost-effective, efficient way to screen candidates who are not able to travel for an interview. It expands the opportunities for districts to interview candidates for vacancies to ensure positions are filled with the best candidate.
In response to a mandate by the State Education Department (SED) that prospective school district employees be fingerprinted for criminal background checks, BOCES fingerprints district employees and forwards prints to SED. Clearance results are forwarded directly to the referring district.

This service is comprised of two components. A series of staff development
programs for office support (non-instructional) staff is scheduled throughout
the school year at Putnam/Northern Westchester BOCES. In addition, districts may
schedule on-site customized programs of their choice.

The EAP program offers a confidential, 24-hour-a-day counseling service to
employees of participating school districts and their immediate families. The
program includes help in such areas as marital, personal, legal and medical
problems.
Management consultation and a series of seminars for administrative personnel
and employees are included.

The SubFinder Service is an automated call-in, call-out computerized system for reporting absences and securing subs. The system manages teacher absences and substitute teacher assignments and can be used as an attendance management system for all staff. It uses the latest in automated interactive voice technology. The voice response, computer-based system records teacher absences, secures appropriate substitutes and tracks the entire process automatically. Detailed and cumulative reports for use in payroll, accounting and in the maintenance of attendance records are generated. This cost-effective system is available 24 hours a day, seven days a week.
Remote Sub Stations (edit stations)
The Remote Sub Station allows districts access to their data. Districts are able to modify data via an Internet connection to the SubFinder system. Remote Sub Stations permit districts to enter new employees, create or modify absences, change priority lists and monitor all data for their district. Districts run reports for attendance, payroll and accounting locally at the district site, utilizing the Remote Sub Stations.
Payroll Interface
The payroll interface option allows participating districts to take absence and job information and integrate it with the district’s payroll or human resource system.

SUBSTITUTE RECRUITMENT/TRAINING
Seminars to recruit and train a new pool of interested, competent substitute teachers are held twice a year. Training is aimed at first-time substitutes as well as individuals hoping to re-enter the field of education and substitutes seeking to brush up on instructional and behavior management skills. At the end of the session SubFinder districts receive a directory of available substitutes who have completed the course.
