Article I Purpose of the Council:
Section 1The School Library System Council shall be responsible for approval of the Plan of Service.
Section 2
The School Library System Council shall monitor the implementation of the Plan of Service.
Section 3
The Council members shall carry out other duties as assigned.
Article II Membership:Section 1.
The Council membership shall not exceed fifteen members. The Council will strive for a balanced membership and will consider such factors as geography, size, demographics and grade levels served. Of these, nine members must be school library media specialists from the following: (3) high school, (3) middle school and (3) elementary school. Remaining members may come from the following groups: school administrators; library coordinators; school board members; teachers; academic or public librarians; business representatives; students; parents or community members. Section 2.
School Library System Council membership is limited to no more than (2) representatives from any one school district. The Council should strive to ensure that no fewer than 50% of the eighteen component school districts be represented on the Council.
Section 3.
The Council chair will appoint a three person Nominating Committee at the early spring Council meeting. The Committee must be comprised of at least two members of the current Council. The Committee will bring its slate to the Council at the next regularly scheduled Council meeting. The endorsed slate of candidates will be sent to the
BOCES Board of Education for appointment.Section 4.
Each Council member who is elected to the Council will serve a three-year term with five Council seats filled annually. Individuals elected to the Council are limited to serve two full consecutive terms
Section 5.
In the event of a change in position or residence, eligibility of that member will be reviewed by the Council.
Section 6.
In the event of a resignation of a Council member, the Council will nominate a replacement to fill the unexpired term. This nominee will serve upon appointment by the BOCES Board of Education. The replacement will still be eligible to serve two full consecutive terms.
Section 7.
A member who misses 3 consecutive meetings without just cause will be subject to dismissal from the Council by a majority vote of the Council members present.
Article III Meetings:
Section 1.
There shall be a minimum of four meetings per year. All meetings shall be open to the public.
Section 2.
Special meetings may be held on call of the chair or at the request of any five Council members or the director.
Section 3.
Business shall be conducted by the Council in accordance with accepted rules of parliamentary procedure. A quorum will be defined as a simple majority of the total of the Council Membership.
Article IV: Committees:
Section 1.
Either standing or ad hoc committees will be formed to assist in the planning and implementation of Council projects. Committees may be comprised of Council or non-Council members.
Article V Officers:
Section 1.
The officers of the Council shall be:
A) chair
B) vice chair
C) secretary
Section 2.At the first Council meeting of the school year, a slate of officers for that current year shall be presented to the Council for approval.
Section 3.
The term of office for any Council position shall be one year with one consecutive re-election possible.
Article VI Duties of Officers:
Section 1.
The chair shall preside at meetings of the Council.
Section 2.
In the absence of the chair, the vice chair shall preside at meetings.
Section 3.
The secretary shall keep the minutes of all meetings and shall keep a record of all papers of the Council. The secretary shall forward such minutes to the System office for typing and distribution to all members of the Council.
Article VII Duties of the Director as they relate to the Council:
Section 1.
In addition to those documents prescribed by law and/or Commissioner’s Regulations, the School Library System director shall distribute to the members of the system communications, surveys and minutes as appropriate. The director will seek the advice of the Council as needed.
Section 2.
An annual report on the System shall be prepared and presented to the BOCES Board of Education.
Article VIII Amendments:
Section 1.
These bylaws may be amended, if a quorum is present, by a 2/3 vote of the members of the Council. The proposed amendment must be included in the notice of the meeting. The amendment if approved will be submitted to the BOCES Board of Education. The approved amendment will be passed to the State Education Department. Section 2. The Council shall review the bylaws in any year ending in five or zero.
